Fair Use

A few years ago, my husband and I had a video company make a DVD for our wedding anniversary party and they used a Chicago song for the background music.  Of course, we tried to post it to Facebook. Facebook has to authorize the video content first before allowing the posting (yes, copyright and fair use applies here, too).  A few hours later, Facebook sent a message saying that the song was too long and the video could not be posted.   According to my understanding of Fair Use, you may use up to so many seconds of a snippet of a song but thereafter, copyright and fair use applies.  Well, at least Facebook looked out for my best interests.  Of course, I do not read Copyright and Fair Use policy every day.  There are times I am afraid of what I just used. Was it too much?  What can I do?  Who do I ask?  Have the rules changed?  It is enough to drive one crazy. I can only say that I must always try to be thoughtful of what I need to use by looking into the laws and regulations. If it drives me to feel guilty, then perhaps it is better if I do not use the material.
